New option not visible wen i right click the policy Elements group

Greetings,

I was trying to add a new protocol acess to my Isa server but the NEW
option on the Policy Elements Group is not visible, i searched all over
for a Hidden or advanced option that would allow me to use that option but
nothing, may it be a registry option that hides or shows the option i
dunno, can anyone help me on this one.
