As I posted:
This sort of nonsense is easily scriptable with Connection Mangler
and/or RQC scripts.

While neither SOX nor HIPAA explicitly require network access banners,
many well-meaning (read: overzealous) management folks are trying their
damndest to "exceed the requirements" so as not to find themselve in
court.
