Ok,

I created the filter as follows;

Filter Type > Custom
>> IP Protocol > TCP
>> Direction > Both
>> Local Port > Fixed Port
>> Port Number > 1214
>>Remote port > Fixed Port
>>Port Number > 1214

Local Computer
>>This filter applies to > Default Ip Address on the External Interface

Remote Computer
>>All remote Computers

Then I restarted the Firewall and Proxy service, however I still can't
get kazaa to connect, any ideas?
