In the wizard you use to create the user in SBS, it also has an option to configure their computer, if you set those options when making the user, i believe SBS will push the settings down in the login script when it installs the firewall client, outlook, etc. Once the firewall client is installed, i believe it reconfigures the browser with the proxy settings.
