ISA questions

Hi
 
I just installed an ISA server and I am wondering why some computers can
access to the internet even that they don?t have installed de fire-wall
client. I want to restrict some users to navigate, how can I do this?
 
I also want to know how can I log every site visited for each user?how
can I accomplish this
