ISA SERVER TO ISA SERVER- CONNECTIVITY AND RIGHTS

I've got 2 separate networks, both running just fine, in 2 areas of town....
Accessing the various services I've set up on each is not a problem, unless
I'm trying to remotely access one FROM THE OTHER... Because both networks
are using ISA SERVER as their WATCH-DOG, does there have to be special
access granted for them to access each other...??
 
I'm not so much interested in setting up a VPN between the two, as I am in
setting up something like, REMOTE ACCESS through TERMINAL SERVICES behind
ONE network INTO the OTHER network......
 
I have no problems from OTHER networks NOT having ISA server as their
proxy/watch-dog accessing various remote services...

I would like to know only for curiosity if it's possible to block content
inside other protocols like P2P's KAZZA, Nutuela etc...

I meant to allow outbound but still block vbs or mp3 for example.
