Yes, they are a lot a like. Although this is not a programming forum.
There is some great knowledge here that Can help you out. I don't think
that you need to override the SF_NOTIFY_LOG setting at all.
As a matter of good programming practice you should at least perform (try,
catch, exception). I like writing Out data even if there isn't any log as a
method of debugging. #DEBUG etc.
I'll be on a client site for 3 weeks but after that, I'm willing to assist
with debugging and collaboration On the programming effort.

Does ISA produce logfiles like IIS does? Is there any reason to
override the SF_NOTIFY_LOG notification in your ISAPI filter if a log
file is not produced? Thanks for your help.
