2. Place each hand on either side of user's neck, with the thumbs
overlapping across the larynx.
3. Dig the tips of your fingers into the back of the user's neck.
4. Dig the thumbs into the larynx.
5. Squeeze with both hands until you feel better.

I wouldn't look for software to accomplish this task, since you lose the
all-important catharsis factor in the process.

To answer the question I think you wanted to ask, I haven't seen
anything specific to ISA 2004 for bandwidth control.

Is there anyway to throttle users on ISA 2004? Or is there some kind of
