ISA 10061 - Connection refused

Hello all,

I have a problem in ISA Server and this is tha error

10061 - Connection refused
Technical Information (for support personnel)

Background:
The server you are attempting to access has refused the connection with the
gateway. This usually results from trying to connect to a service that is
inactive on the server.

The internet stops suddenly  and gives this error. Any thoughts
