Hello Alexander. I have had the same problem and asked Icq Support about it. They suggest "If while using ICQ, you receive an error message "Rate Limit Exceeded", please click the ICQ menu button -> Preferences -> Connection -> Server -> Check the "Keep Connection Alive" checkbox." I do believe that this occurs if you continue to try to connect to icq server. If you try to many times it will give you this message. I do believe it may have something to do on their end.
