How to Allow MSN Messenger to only selected users.

After Greetings,
I want to know how to allow access to MSN messenger through ISA Server running
in integrated mode only to selected users. MSN messenger version is 6.0. if I
am created a protocol rule and packet filter as well to selected group all
other users are also able to use messenger.
so for ver. 6.0 messenger clients how can I stop access, as I believe it uses
http also to connect.
