HTTP 502 Proxy Error

I have installed ISA Server 200 for several weeks. Some of my clients
often encounter the following error when trying to access some websites,
such as www.symantec.com,
http://download.microsoft.com/download/win2000platform/SP/SP2/NT5/EN-US/W2KSP2.exe
or some downloads in Microsoft website.
HTTP 502 Proxy Error - The ISA Server denies the specified Uniform
Resource Locator (URL). (12202)
