FWX_E_PROTOCOL_RULES_DENIED

Hi, I am trying to work through the application filter sample.  I am
getting the error "FWX_E_PROTOCOL_RULES_DENIED" on the
IFWXConnection::SetProtocol(FILTER_PROTOCOL_GUID,0) call.

I generated the "FILTER_PROTOCOL_GUID" value on the build machine and
registration / installation did not spew out any errors.

The documentation on this error is quite terse:
"The protocol rules do not allow the user to use the protocol specified by
the ProtocolGuid parameter. "
