FTP from ISA server

I need to connect to an FTP server from the ISA server itself.  I have
verified that ftp works from my "inside" and "outside" networks.  I
thought that I had a DNS issue but that is not the case.  For whatever
reason the ISA server will not connect to an FTP site.

Does anybody have any ideas?
