Change the remote port in FTP2 to 20.

FTP port 21: but I can't download . How do I download in FTP protocol port 21. 
I created Protocol Rules, IP Packet Filters with

 FTP1 :

IP protocol : TCP

Direction : Outbound

Local Port : Dynamic

Remote Port : Fixed port

Remote Port number :21

 FTP2 :

IP protocol : TCP

Direction : Inbound

Local Port : Dynamic

Remote Port : Fixed port
