Their DNS server is on ISA machine which is also a domain controller.
so their DNS is root DNS where forwarder is disabled.

Maybe the problem lies on your DNS system which cannot resolve
outbound
email domain. Have you activated forwarder in you internal DNS
which your
exchange server refer to?
