Bill,

I have tried this. If RRAS is not started, and I start isactrl, it whirs
away and starts. But then when I refresh the view in the Services MMC,
it is NOT started. And in the event log I get:

Description:
The Microsoft ISA Server Control service terminated with the following
error: 
An invalid argument was supplied.

Looking at the properties for the isactrl service, there are no "Start
Parameters" set, so I have no clue where this "invalid argument" is
coming from.

I have found that the ISA server control service must start before the
RRAS
service. If RRAS service starts before the ISA services then you will
get
the 278540 error. I've set rhe RRAS service to manual startup for now,
until
I can find a better fix.

After rebooting my server, my ISA Server now fails to start. In the
event
log, it mentions server-specific error 278540. I have run chkdsk,
re-applied
SP2 and tried re-installing ISA, but it still will not start.
 
Any clues?
