Download Problems

Has anyone ever experienced downloading issues. I am aware of the
problems with FTP but our HTTP downloads are timing out. We geta page
cannot be displayed. (Server error or DNS error). What am I missing.
All services are working (WWW,SMTP) ALso if the download even starts it
will get to about 25% and finish without downloading the entire file.
