So let me get this straight. From behind the ISA box everything is fine
but from the ISA box you cant connect. Two things as Jim, Tom have
mentioned you need to set your browser on the ISA box to "localhost" or
create a packet filter for http outbound access for the ISA box itself.
To allow any other connection from the ISA box to the internet you will
need to create packet filters. That is, if you want to send SMTP traffic
you need to create a packet filter allowing tcp traffic from the
firewall to the outbound SMTP server or create a packet filter to the
ISP hosted machine for RDP.
 
All Traffic, in and out of the firewall is block by default (with a few
exceptions) so you will need to create packet filters if for any traffic
you need to get from or to it.

That does solve the problem of browsing, but what about other
application, for example SMTP relay server, it can not establisha a
connection.
