I know you don't wanna hear this, but pleeeze call PSS. It won't cost you a dime because it's a known issue.
I've been trying to get this fixed for months, but it's an expensive (in dev time) issue and we need every customer experiencing this problem to call in so that we can get a realistinc idea of the impact.

When I try to delete a rule, or almost anything, the above error appears. I also tried to import .xml config file -- same error. Anyone experience this?
