Can't resolve external hostnames whenever "Selected Content groups" is enabled

Can someone tell me what I'm overlooking?
MY CONFIG:
Alll my clients are BOTH FW and Web Proxy clients.
The setting I'm refering to below is found on "Site and Content" rules
properties on the "HTTP Content" tab.
MY PROB:
My POP3 Outlook clients can't find our ISPs POP3 Server whenever I use
"Selected Content groups". However as soon as I change this setting to
"All content groups" they then resolve ok. (I have disabled the default
ISA Allow rule since I want to control Web content for selected User grps)
MORE INFO:
I've also noticed that Web browsing fails to resolve URLs if I DISABLE
"Enable IP Routing" on the general tap in "IP Packet Filters" properties.
Not sure if this is related.
Any ideas anyone?
