Is ISA a domain member, or at least a member of a trusting domain?
If you're missing "authenticated users", it seems that ISA is in workgroup.

OK, is anyone else using the 'authenticated users' group to set
permissions for users? The only way I can figure to do this is to create
a local group and run the command...
net localgroup %groupname% "nt authority\authenticated users" /add
But I'd rather use this group somehow. Anyone?
