Fair enough, where is he going? a lot of the reported performance issues from the user community find it easy to finger the local network and never consider the possibility of the down stream host being over loaded. Perhaps you could try this depending on how you setup your DMZ, if you can, plug a machine into your DMZ provided it is not a 2 node network segment and set your default route to your public router, set your DNS to request from your Provider's DNS servers and run some tests that do not include your ISA in the equation. Do a with ISA and with out ISA so to speak kind of test.
