What kind of Internet connection do you have for 300 people? maybe a traffic
study would be useful from your provider?

While increasing the CACHE file size will help, have you looked at
Performance Monitor to see if there is a bottle neck somewhere on the
server?

How is the page file set?

Is this Advanced Server, and if so, have you set the large memory switch in
the boot.ini?
