Accessing a FTP site on port other than default (21)

Hello all,
V have an ISA server installed on a WIN 2000 machine. The clienst are
installed with WIN98.
The problem is that users cannot access a FTP site that is on a port other
than 21, ie if a user is trying to access a FTP site on port 23 - cannot
access it. In this condition the user has access only to the FTP, FTP
server and FTP download only protocols
If the user is granted full access (all IP traffic) he can easiliy access
the FTP site that are on ports other than 21.
