Thanks! I figured out that if I installed
Exchange/SQL/SharePoint/MOM/FaxMaker/MailSecurity/MailEssentials/FRS/Act
ive Directory/Storage Server/Media Center/Kazaa Server on it I could get
it back down to 1.5.

I'll try BlackIce next :-)

Is your T1 burstable?  You can get them to burst to (at least) 3Mbps.

Try BlackIce.  That should get you back down to 128K or so :)

I have a full T1 link, so I'm supposed to get 1.5 up and down.

When I do downloads, I see rates indicating that I'm getting 2.5+ down.

I think my ISA firewall is going too fast. What can I do to slow it down
so that my ISP doesn't get confused? Should I get rid of it and get a
PIX or Netscream?

(true story -- now how's that to a counter for the "ISA slowed down my
300 baud modem connection?)
