Why not just request a downgrade from your T1 to, say, a 56k connection?

Try sticking a big magnet on the external Ethernet cable.  Works for me
every time I'm getting more bandwidth than I pay for..

I have a full T1 link, so I'm supposed to get 1.5 up and down.

When I do downloads, I see rates indicating that I'm getting 2.5+ down.

I think my ISA firewall is going too fast. What can I do to slow it down
so that my ISP doesn't get confused? Should I get rid of it and get a
PIX or Netscream?

(true story -- now how's that to a counter for the "ISA slowed down my
300 baud modem connection?)
