Audrey I like this idea a lot and I believe it has other winning points for Irish Guide dogs for the Blind for example: Should a puppy walker decide that they wanted a break from puppy walking wouldn't one of those be a wonderful "watcher" while our dogs would be free running. Also it would keep their interest alive in Guide Dogs. Also it could build up a bond between an owner and a volunteer and should that owner be away on a holiday that person might become a minder for a weekend or longer. I think winners all round but I do feel this idea would really take off if you had the puppy walking supervisors Margaret and Michael on board with you.
