Sure ;-)
Have you never tried to edit an icon in BeOS? The application that 
turns up then is called that way (or so says the window title).
You can get to it by double-clicking the icon in the FileTypes window 
(either prefs or Tracker add-on).  It's obviously part of those things, 
and not available as a separate app.
