[interfacekit] New support child parsedate()

Hi,
since there doesn't seem to be a Support Kit team of its own, I think I
remembered that this team is working on it as well :-)
Anyway, I've put some new functions under the Support Kit umbrella,
though they're found in libroot.so: parsedate(), parsedate_etc(), and
set/get_dateformats().
In R5 its header can be found in posix/ - but since it's just not a
Posix function, I don't feel good to put it in there. That's why it can
now be found in os/support/, I hope you're alright with it.
I think its documentation should also go into the Support Kit part of
the BeBook - and I could even write it, once I know in which format I
should do it (I am hesitating to copy Be's HTML style since I thought
we were following some dark XML paths).
I didn't put more work on your shoulders, though, since I've already
implemented most of it in src/kernel/libroot/os/parsedate.cpp.
