Yes, certainly doxygen, doc++ or ccdoc would seem to be the way to go.  
I haven't *used* any of these tools; I have, however, seen plenty of 
docs generated with them.  They all seem to look the same and, 
unfortunately, I don't like it. =(  I much prefer the structure of the 
online BeBook -- call me old-fashioned, but I like the book-like layout. 
 Is doxygen flexible enough to generate that kind of layout?

Yeah, I'm not going to worry about it at this point.  I would be 
*stunned* if Palm came after an open-source project that was trying to 
replicate a piece of software they weren't even bothering to keep alive.
