[interfacekit] BSlider lameness

Unless anybody has a real objection, I'd like to add a SetLimits(int32 
minvalue, int32 maxvalue) function to BSlider.  That BSlider doesn't 
already have it is ridiculous; I don't see any reason why we need to 
perpetuate the madness. ;)  It would be non-virtual and tweak existing 
data members, so BC is quite safe. =)
