[interfacekit] BPicture

I wrote the (almost) complete spec of how BPicture data is stored ("data"
field in flattened BPicture). I spent 2 days on it, so I hope it wasn't
documented before ^_^'.

It was quite interesting to do though, at the moment of writing I'm still
documenting BShape data.

I think it would be interesting to use the same instructions as draw
instructions for the app_server, as you would need only one piece of code to
handle BPicture drawing and drawing the received buffer from a BView. The
format is simple and extensible.

As for the document itself, where do I put it?
