What's the return on investment?  I.e., what does Unicode 3.0 get us 
that Unicode 2.0 won't, and how much more effort will it take?  3.0 is 
worth examining regardless, if only to architect 2.0 support in such a 
way as to make a later update to 3.0 as painless as possible.
