There is a project called ICU. It is an open source project
initiated by IBM. It is published under the X license. It
converts different character encodings. I don't know how good the
documentation is, but I think it is woth to take a look at it.

I don't have the link here but just search on google for ICU.
Probably the first link will be the right one.
