Oh, yes, that would be really bad - at least the shortcuts must have
precedence over the automatically generated ones.
BeOS does it the same way, BTW (they are called "triggers" in the menu
preferences, for example).
But while we're at it: the BeOS shortcuts have a major problem with
localization, because certain shortcuts cannot be used with other
keymaps since they use other qualifier keys. That's very annoying!
For example, Alt-[ won't work with the German keyboard, since they have
to press an extra "Alt-Gr" key to get it. I think the only solution
would be to ignore the extra qualifiers when resolving the shortcut,
but that could cause other problems as well :/
