Do you mean somethings like when pressing Alt-F (or Ctrl-F for Windows
fans ;-) the `File' menu opens?

Currently one can define shortcuts for menu items and I don't see a
reason, why it shouldn't be possible to set ones for the items controlling
the menus. But apparently no BeOS app programmer does and personally I'm
very thankful for that. I really hate KDE for shadowing my shortcut
settings with (automatically generated?) menu shortcuts (e.g. Alt-O for
the `Options' menu shadows what I've defined for the `Open' action).
