Feb 2017 news letter from the President of Adelaide Branch of Blind citizens
Australia - sent by BCC  to BCA SA members, Insightsa, Service providers &
Local MP

 

1.      Over the past few years I have been lobbying & working with Dennis
Hood (MLC) as to giving Guide Dogs the same legal protection as Police dogs
& Horses from malicious injury. Dennis Hood submitted the amendment &
Minister Attorney General John Rau knocked it back. I took this up with
Minister Rau who did not seem to appreciate the issue that a Guide Dog is
our eyes & for a dog to be injured means we lose our vision assistance & may
have to go back on a waiting list for a replacement if the trauma is
significant. I also raised the aspect that under the NDIS the Guide dog is
funded from federal money. A response has just been received from Minister
Hunter. I have kept RSB & GDSA briefed at all stages of discussion & I have
asked their Dog training managers to consider lobbying to request councils
to comply with the updated legislation as it currently now stands & sent
them a copy of the update as it now stands. If anyone wants a copy of the
correspondence, please ask. I have also briefed Rowena Dowling,  Executive

2.      I had a letter to the editor published as to driver issues for
pedestrian road crossing, the issue of the location of recessed pram ramps
so that the person cannot see the approaching care turning & visa versa. I
also mentioned the ongoing issues with residential & council foliage &
footpath maintenance issues raised.
3.      Discussions with Holdfast Bay Council as to the unhygienic
presentation of foreshore public toilets, dogs not on leashes on footpaths,
& also asked them to assist in getting yellow step edging at Brighton &
Seacliff railway stations as my petitions to DPTI over 4-5 years have gone
without action. Also, street furniture preventing shore-lining due to
alfresco dining. I have now been given a specific person to work with re
issues in Holdfast Bay Council & had a few wins
4.      I have continued to tackle DPTI on a range of issues such as
enforcing drivers being aware of pedestrians having the right of way on slip
lane crossings to access traffic light crossing on islands & the possibility
of having Zebra Crossing markings at such cross overs. RSB has been
supportive in these discussions. It took 9 months just to get Pedestrians
have the right of way signs erected at 4 locations & then they even bolted
one sign back to front so it could not be seen by an approaching driver.
5.      I have had discussions with the RAA as to running a magazine article
as to pedestrians & what drivers need to be aware of as documented in the
Australian Road Rules. Pedestrians seem to have been overlooked as the
flavor of the month is cyclists.
6.      I attended a GDSA briefing on the NDIS & have liaised with Pam
Johnson (RSB) & Garry Peschel (GDSA) as to the work BCA national has been
undertaking.
7.      I responded to a circular from Kelly Vincent as to the statistics on
unanswered correspondence from politicians. Ours appears to be similar to
hers in a lack of response or very slow response.
8.      Win with DPTI - train step yellow marking should be occurring at
Brighton & Seacliff Stations.
9.      Flinders Uni - lobbying to get step yellow marking for those with
low vision attending Flinders Vision or Uni campus. Their Maintenance
manager is now positively considering this aspect to assist in people
attending the low vision clinic at this location.
10.     Australia Post's digital web site for bills is not self-intuitive &
its U Tube tutorials are very user unfriendly for vision impaired persons &
their Contact Us link was not operational. I have been discussing with Aust
Post as to enhancements & briefing National BCA office of progress
11.     SA Water guest speaker Feb 8th on disability & capital works
programs so that their contract engineering & capital works managers
understand to implications of disrupting access & to make safe alternatives
available whenever work is carried out. Very positive feedback was received.
12.     RAH web site critique focus group attended 15th Feb. Tony Starkey
from RSB also attended & I believe we reinforced the message as to the
issues faced by aging Australians & all citizens with vision loss of various
degrees.

 

Most of us would have heard that Tony Starkey recently resigned from the
National Board of BCA . I would like to personally thank him for his energy
& diligence whilst in that position.
