[Ilugc] telnet ,ftp in redhat7.3

  have u enabled firewall on your installation?, check
 lsmod | grep iptables
if it is loaded there is a chance that it might block u. do a
rmmod iptables
and try (but this makes ur system without firewall - be careful)

 for wu-ftpd this might help u try
cd /usr/sbin
./wu-ftpd -s


i have solved my problem of enbling telnet in mandrake 8.2 thanx 
for all those who helped me for that.
