hello,
sir u must change the following lines

[Modem0]
Modem = /dev/modem
 

the above line to 'Modem = /dev/ttySL0'. this is the location of your modem.

Baud = 57600

the above line refers to the speed with which you are connecting

SetVolume = 1
Dial Command = ATDT
Init1 = ATZ
Init3 = ATM1L1
FlowControl = CRTSCTS
 

[Dialer BSNL]
Username = purelife
Password = uma579
Phone = 172233
Stupid Mode = 1
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
Inherits = Modem0

[Dialer Defaults]
Modem = /dev/ttySL0
Baud = 460800
 

try changing this to 'Baud = 57600' .because 460800 is too high for a 56 
kbps dialup modem

Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
ISDN = 0
Modem Type = Analog Modem
Phone = 172233
Username = purelife
Password = uma579
Carrier Check = No
Stupid Mode = On

Now issue
'wvdial BSNL' or 'wvdial Defaults'
Make sure you had entered the correct ip address in the resolv.conf file 
found in /etc/
Note: please do change your password asap, u have exposed it. Let us 
know if this worked right
