Probably If u are root ,its good that u are listed in the /etc/securetty (as
psuedo term) which restricts ftp login.(this is a must,as root should not have
ftp permission..against law)
If u have tried and failed as ordinary user,then check out the /etc/ftpusers
file.If ur username is listed in that,then u are likely to be denied the ftp
service.
