Linux is the kernel and people mistakenly say that the OS is Linux.
The system is the GNU/Linux system, can we call an apple an orange ?
There is no such tool to create databases for the kernel Linux per se.
But for the GNU/Linux system, there are many `free' tools to create,
administer and design database schemas. The choice is varied in that
you may get confused selecting one. I have found Postgresql quite
robust and easy to learn. Read this link and come to your conclusions
