Why don't you please point to links where you found this story. The CDSL
site www.cdslindia.com seems to be using ie specific scripts,
effectively blocking its site to us. Anyway, the story you have
narrated is a vague one, designed to market some proprietary tools.
AFAIK, NSE uses free software to transact business in our stock markets:
