BSNL:
Yes, it is the same DIAS. The digital modem has one
RJ-11 (telephone line), and one RJ-45 (ethernet) that
goes to the PC. It is a 24/7 net connection (not
dialup). The tariff sheet says "128 KBPS" (printing
mistake?) but the website says 128 kbps:

I guess it is 128 kbps. Rs.2,000/- for initial
registration, Rs.850/- per month at 16 KB/sec (or 128
kbps) with 512 MB download/upload limit per month is
decent enough. If you overshoot the limit, you pay
Rs.120/- per 100 MB. But, seems they are working on
slabs so the amount that will be charged extra will be
proportional to the amount of MB you overshoot.

Touchtel:
Touchtel (Zyxel USB modem - only windoze driver) has
reduced its registration from Rs.10,000 to Rs. 3,000
for the router package. The router of course, costs
Rs. 6,000. The package plan cost is separate from the
Rs.9,000 :(
I feel BSNL is reasonable at the moment,
