Is that using GLADE is better or Tcl-tk . The

GTK+ is modern Windowing toolkit than Tk. If you're
using Tcl scripting language, them Tk might be the
better choice. Otherwise, it's GTK+.
Glade and libglade can be used along with GTK+.
Also consider this IDE (http://anjuta.org
