How is the ability to use an environment in tamil language in Linux?
Are there HOWTO's or something for that? Are there tamil fonts on the
console also?

Mandrake 9 comes with out of the box support for TSCII-IN (Tamil encoding).
There are also Tamil keyboard maps available - google throws up the URL
quite easily.
