IMHO, Linux(kernel+userland) overtook the commercial Unices
in security in about 1998/99 timeframe. The market is only
figuring it out slowly, hence the time lag when you still have
opinions expressed like the claim that HPUX is more secure
than Linux.
Not only the market, but many governments have also not yet realised the
security [and utility] made possible and available with the Linux kernel
+ userland, as Siva has very rightly and accurately stated. Governments
and the public lose very heavily when this truth is missed and not acted
upon. A case in point in the Libra Project of the British Government,
to computerise their Criminal Courts, that failed inspite of having
taken in as much as 300+ million sterling pounds, , and now new
contractors are now incharge of the project, armed with GNU/Linux.
Governments have a public duty and responsibility not to waste scarce
and precious public resources experimenting with non-free software
ignoring the availability of highly secure and robust free Linux kernel
+ userland. Eternal vigilance is required in democracies, and I really
wish that people in the know are able to participate in the procurement
process, and earn the millions in a befitting way, delivering to the
people what they really deserve to have in return for the tax money paid
as consideration.

Please compare the fate of Libra with the success of Austlii:

Details about how the austlii project was created, funded and works is
available at:

I hope NIC in India can follow the example of Austlii Project and set
the right precedents for the future.
