Not necessarily. If the proxy does Not restrict CONNECT messages to
only well-known ports then it is possible to connect to cvs pserver
running on default port via a proxy CONNECT message.

(i am not a regular user of cvs, so i may be a bit off). cvs uses its own
port; /etc/services shows cvspserver at port 2401. i am not aware of any
cvs proxy server. in which case, you will have to do some nat/masquerading
on port 2401 to cvs through a firewall.
