PHP is a very good Web Application development language. You could use
something like drupal (http://www.drupal.org/) or assemble your own cms
from the various classes available from http://www.phpclasses.org/ ;.

If you are thinking of developing Free Software which is GPL compatible,
try using php3. php4 has a GPL incompatible license and might run into
complications in the future. But as far as a personal homepage goes, i
think there wouldn't be any point in making your homepage 'Free
Software' unless you think you have a good piece of code in there.
