Both the files are absent.  Even my workstation (debian woody) has only 
/proc/net/rpc/.

Did you actually compile nfs with server support?  And is there an
nfs-server package that you have to install?
And do you have lines for portmap in /etc/hosts.allow - something like

portmap: 192.168.63.101, 127.0.0.1
The machine has two kernels - and nfs runs fine with the 2.4.18-bf24 kernel.  
The problems occur only when I run the new xfs kernel from sgi.
